OFFICIAL CALL Mass Meeting of the Harrisonburg Republican City Committee of the Republican Party of Virginia
As Chairman of the Harrisonburg City Republican Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Jeffrey D. Mayfield, do hereby issue this call for a Mass Meeting to be held at Cecil F. Gilkerson Activities Center at 305 South Dogwood Avenue in Harrisonburg, Virginia or alternate location, starting at 6:30 p.m. local time on March 2, 2020 for the following purposes:
1. Electing a Chairman for the Harrisonburg City Republican Committee.
2. Electing the members of the Harrisonburg City Republican Committee.
3. Electing Precinct District Chairmen for each of the eight voting precincts of Harrisonburg.
4. Electing up to two hundred (200) Delegates and an equal number of Alternates with a total voting strength of forty (40) votes to the Sixth Congressional District Committee Convention of the Republican Party of Virginia to be held at Central High School, 1147 Susan Avenue, Woodstock, VA 22664, or alternate location, starting at 10:00 A.M. local time on May 30, 2020, or alternate date, for the following purposes:
a. Electing three (3) National Delegates and three (3) National Alternates from the Sixth Congressional District of Virginia to the Republican National Convention;
b. Nominating one (1) Elector from the Sixth Congressional District of Virginia to be voted for in the presidential election on November 3, 2020;
c. Electing a Chairman for the Sixth Congressional District of the Republican Party of Virginia;
d. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican Party of Virginia;
e. Electing three (3) members to the State Central Committee from the Sixth Congressional District;
f. The transaction of such other business that may properly come before the Sixth Congressional District Republican Convention.
5. Electing up to two hundred (200) Delegates and an equal number of Alternates with a total voting strength of forty (40) votes to the Republican Party of Virginia Convention to be held at Liberty University Vines Center, or its alternate location, on May 1-2, 2020 for the following purposes:
a. Binding Virginia Delegates to the 2020 Republican National Convention as to their choice for President on the first ballot by a Presidential Preference Poll;
b. Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on August 24-27, 2020 at the Spectrum Center, Charlotte, NC in (or its alternate site) (the “National Convention”);
c. Nominating two Electors At-Large to be voted for in the presidential election on November 3, 2020;
d. Electing a State Chairman;
e. Nominating a National Committeeman and National Committeewoman;
f. And for the transaction of such other business as may properly come before the Convention
Qualifications for Participation:
All legal and qualified voters of Harrisonburg City, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years. A single exception to the above shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. A voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a Party other than the Republican Party, shall not have the benefit of the exception as identified in this paragraph thereafter.
In order to be eligible for election as a Delegate or Alternate Delegate to any convention, an individual must be registered to vote no later than the pre-filing deadline established by the Official Committee or, if pre-filing is not a requirement, no later than the date of election as a Delegate. A person who has made application for registration and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
Filing Requirements
Delegates:
Candidates for election as Delegates (and Alternates) to State and District Conventions may notify the Chairman of the Committee of his or her intention by either pre-filing pursuant to the requirements stated herein, or by being present at the Mass Meeting and so stating his or her intention. Candidates who pre-file do not need to be present at the Mass Meeting to be elected as a delegate. Pre-filing forms can be sent by mail to Chairman Jeffrey D. Mayfield, at 709-A East Gay Street, or hand delivered to the Chairman at that address and must be received no later than 5:00 p.m. February 17, 2020. Postmarks will not govern.

Precinct District Chairs:
Candidates for election to the position of Precinct District Chairman of their respective precinct shall file a written statement of intent to the Chairman, Jeffrey D. Mayfield, by email at HarrisonburgCityGOP@gmail.com or mail or hand deliver to 709-A East Gay Street, Harrisonburg VA 22802, which must be received not later than 5:00 p.m. on February 17, 2020. Postmarks will not govern. There shall be no nominations from the floor for the office of Precinct District Chairman.
Chairman:
Candidates for election to the position of Chairman of the Harrisonburg City Republican Committee shall file a written statement of intent to the Chairman, Jeffrey D. Mayfield, by email to HarrisonburgCityGOP@gmail.com or mailed or hand delivered to 709-A East Gay Street, Harrisonburg VA 22802, which must be received not later than 5:00 p.m. on February 17, 2020. Postmarks will not govern. There shall be no nominations from the floor for the office of Chair.
Registration and Fees:
The doors will open for registration at 6:00 p.m. on Monday, March 2, 2020 with registration to begin at opening and ending at 6:30 p.m. Any participant in line at 6:30 p.m. shall be allowed to register for the mass meeting. There is a voluntary registration fee of $20 to participate in the 6th District Convention.
In approving this Call, the Harrisonburg City Republican Committee waived the State Party Plan requirements to publish the Call in the appropriate newspaper of record.
