22nd Legislative District Convention Call


Legislative District Convention of the 22nd House District of the Republican Party of Virginia

As Chairman of the 22nd House District Committee of the Republican Party, and pursuant to the Plan of Organization and as recommended and directed by the Committee, I, Nathan M. Boyer, do hereby issue this call for a Legislative District Convention to be held at Brookville High School, 100 Laxton Rd, Lynchburg VA 24502, or its alternate site, starting at 10:00 a.m. local time on Saturday, May 18, 2019 for the purposes of nominating a Republican candidate for the office of Delegate to be voted for in the General election on November 5, 2019, and for the transaction of such other business as may properly come before the convention.

Qualifications for Participation

All legal and qualified voters of the 22nd District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.

Composition of Convention

The Convention shall be composed of delegates and alternate delegates of the respective units they represent, and a Military Delegation. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential election combined. Each unit is allowed one (1) Delegate Vote for each 100 Republican votes cast or major portion thereof. Each unit shall be entitled to at least one (1) Delegate Vote. Each unit’s maximum number of Delegates is a number five (5) times its respective Delegate vote. Each unit’s Delegate vote is set forth below:

The delegates and alternates shall be elected in county and city mass meetings that shall be called for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each unit committee. Military delegates will be selected in conformity with the Plan of Organization of the Republican Party of Virginia. Any members of the Virginia National Guard, the United States Armed Forces, Merchant Marine, or Coast Guard, who are unable to participate in the election of delegates from their unit due their military orders, may be represented through the Military Delegation. To be so represented, they must declare by e-mail to the Legislative District Chairman at nateboyer@msn.com no later than April 26, 2019 that they intend to support the Party’s nominees in the ensuing election and that their orders preclude them from participating in person. The Legislative District Chairman will provide declarants with candidate preference ballots that will be cast on their behalf at the convention. The election of Delegates and Alternates to the District Convention shall take place between March 16, 2019 and April 26, 2019 (inclusive).Any locality which has fewer applicants for election as delegates and alternates by the filing deadline set by the Unit Committee than the maximum number allowed may cancel their mass meeting and deem all properly pre-filed delegates and alternates to be elected.

Filing Requirements

Candidates seeking the Republican nomination at the convention shall file a written statement of their candidacy with the District Chairman by 6:00 p.m. Tuesday, March 12, 2019 by mail or in person to Nate Boyer, 5239 Everett Rd, Forest VA 24551 along with a filing fee in the amount of $700.00. Checks should be made out to 22nd House Legislative District Republican Committee. If no more than one candidate properly pre-files the convention shall be cancelled and the properly pre-filed candidate shall be deemed to be the nominee. All Candidates seeking the Republican nomination and all Convention Delegates shall sign the following statement: “In accordance with the Qualifications for Participation set forth in the Official Call and Article I of the Plan of Organization, I also do hereby certify that I am a registered voter in Virginia, I am in accord with the principles of the Republican Party, and I intend to support all Nominees of the Republican Party.” All Convention Delegates shall be asked to consider making a voluntary $10 contribution to assist with the costs of the Convention.

Certification of Delegates

The delegates present in a given delegation shall designate which alternate delegates shall vote in the place of an absent delegate except where the electing body electing the delegates has determined another method of alternate delegate selection. The said delegates and alternate delegates to the Convention so elected shall be certified in writing with their respective names and addresses including zip codes over the signatures of the permanent chairman and permanent secretary of the unit mass meeting or convention, or of the unit chairman of the unit committee in a case where the mass meeting is cancelled and all properly pre-filed delegates deemed to have been elected. All certifications must be delivered to the Legislative District Secretary or her designee by 5:00 p.m. Friday, April 26, 2019. After the filing deadline of the certifications, no change may be made except a certified alternate delegate may be made a delegate. A copy of the published call of the mass meeting called for the purpose of selecting delegates and alternate delegates to said convention, must accompany the certification with the date of publication included. Certification should be mailed or delivered as follows: Original: Veronica Shikoski, 303 Westwood Dr Forest VA 24551. Second Copy – For the unit’s records. A delegate or alternate delegate is not certified until his name, address and phone number has been provided on the certification.

Publication of Call

A full copy of this Call for Convention shall be posted and available on the Sixth District Congressional District Committee for the Republican Party of Virginia website and the Republican Party of Virginia website. The 22nd House LDC will not post this Call in a newspaper of record in the District, however each Unit may choose to post the Call in a local newspaper, at their discretion.
